Pretty sure it's a hippo. At least, that's what I see.
Like the way the "hippo" is peeking out of the garden greenery.
Before I saw the ears i hoped you didn't stand under it as it looked like the other end.
Something to keep the cats out of the garden perhaps? What was it made of, metal or wood?
One weird looking scarecrow...I think it may be looking for it's owners (the couple Sheila featured a few days back - the tin ones) lol
I think more important than "what is it?" would be "where is it?" If this suddenly appeared in your backyard I might have some concerns.
